Help about international students becoming a nurse in the USA?

friend of mine is looking to become a nurse in the USA, preferably in
Philadelphia. However, we do not even know where to begin. Any
information will be very helpful.
Also, a cheaper school in Philadelphia for nursing.

she has credentials from another country, she will need to inquire with
the licensing board to see if her foreign country credentials will pass
in the state ---you say Philadelphia, so you need to find our from
Penn.
