My niece is a nurse in the Philippines and I hear there is a shortage of nurses in the USA... How can she come here... I heard Obama stopped that program and you have to cross the border and pick fields in order to get here....And a Professional in the Medical Field in which we need are banned..

They aren't banned. If she at least an RN or even better has additional qualifications she can try to find an employer willing to sponsor her for an H1B. http://www.murthy.com/h1bnurse.html Immigrating illegally might get her physically into the US, but she is not going to get work as a nurse in a hospital as an illegal immigrant.
