How can I work as a nurse in the USA without acquiring work experience in my country, Philippines?
I
wonder if there's a way by which I can just pass the CGFNS and NCLEX
and undergo my training in the USA prior to hiring without gaining work
experience here in the Philippines. Thank you in advance for your
helpful and informative response!

No .. there is no more of the schedule A nurse visa which ceased in 2006 and POTUS just wanting home bred nurses only
A few nurses have got H1B visa but they were highly specialized and highly trained

You can work as a Female Caregiver or a Certified Nurse Assistant (CNA).

You
cannot! Visas for nurses ended several years ago, so with or without
experience, with or without your BSN, you cannot get any employment visa
to work in the US. BTW, only employers can obtain employment visas for
their employees - individuals cannot apply for such visas. But since
you are not eligible for any sort of employment visa, you cannot apply
for any jobs in the US.
If you became a legal permanent resident, then you try to pass NCLEX and
get a nursing license. If you had LPR + state nursing license, then
you could start looking for a job in the US. But if, say, you have a
sibling who is a US citizen and meets all requirements to sponsor your
immigration, it will take about 22-26 years after approval of the
petition for you to get an immigration visa, and you must wait in the
Philippines all that time for your visa. Waiting lists are extremely
long from Mexico, Philippines, etc.

POEA has the policy
that for you to work abroad, you must have work experience. Then
employers require that you have at least 2 yrs exp if you apply for
working visas.
If immigrant visa, there's a retrogression right now.

You
can apply for a nursing license in the state in which you wish to work.
They will assess your education and decide if you are eligible to write
the NCLEX. If you pass it you will be granted a nursing license. The
bigger stumbling block will be getting a Green Card allowing you to work
in the US. Currently it takes about 5 years due to retrogression.
