I believe so but I hear you need to apply by April 2 in case they run out. They ran out in May last year and June graduates had to scramble into unpaid internship visas and such to tread water until more were available. So they are expected to go fast. go to uscis.gov

You need a bachelor's degree to get an H1. If you have the equivalent of a bachelor's degree with studies from your country and the associates degree here, then you can, but you need to get all your studies evaluated to see if they add up to a bachelors degree.
