Can people with nursing qualification trained in Viet Nam work as a nurse in USA?
or they must be trained more or do a nursing course again in USA so that they can work as a nurse in USA? thanks

You
would have to take the board certification exam and if you failed that
you would have to seek further education/training from an accredited
college.

Most, if not all, states will accept a valid
nursing license earned in Viet Nam as evidence of your qualifications
and will grant you a reciprocal license. All employers will require a
probationary period wherein you'll be expected to learn the
peculiarities of doing the job their way. Fortunately, you'll be paid
while you go through that probationary period. Welcome to the USA!

You
have to apply for a license in the state in which you wish to work.
They will evaluate your education and you will be required to write and
pass the NCLEX exam. Also you will have to deal with retrogression,
which will mean several years wait to get a visa to come to the US to
work.
